On the last three levels of the Zukai HQ are these empty rooms, their floors battered, worn, and possibly dangerous to those who can't fly. However, these rooms are the only training area available within Zukai territory, and are good for thinking on your feet. ...Which you'll need to do, before they're through the floorboards.
